Phase 1: Strategy and Planning

Identify critical assets ("Crown Jewels").
Conduct a risk and threat assessment specific to the industry.
Document regulatory compliance requirements.
Define and sign the SOC Mission Statement.
Decide on a model: In-house, SOCaaS, or Hybrid.
Develop a business case and detailed budget (People, Processes, Technology).

Phase 2: Technology and Tools

Evaluate and select a SIEM provider.
Evaluate and select an EDR solution.
Consider and research SOAR tools.
Plan the integration of critical log sources into the SIEM.
Contract subscriptions to threat intelligence platforms.

Phase 3: People and Processes

Define the team structure and roles (Tier 1, 2, 3, Manager).
Write and publish job descriptions (if in-house).
Start the recruitment and hiring process.
Develop playbooks for the 5 most critical attack scenarios.
Define the end-to-end incident management process.
Establish communication channels for escalations and notifications.

Phase 4: Operation and Metrics

Define and configure KPIs on dashboards (MTTD, MTTR).
Establish SLAs for different incident severity levels.
Plan a gradual or phased "Go-Live."
Create security report templates for management.
Establish a schedule for performance reviews and continuous improvement.
